During the attempted invasion of Earth by the Goa'uld Apophis two off world bases were established. Alpha Site was set up as a place to send the best and brightest members of the scientific community in the event of a full invasion of Earth by the Goa'uld or other hostile aliens.
Officially Beta Site was set up to be a fall back location should Alpha Site be compromised. As far as most people at the SGC were aware Beta Site was to be a minimally staffed facility with no SG teams and little in the way of maintenance or security. In reality Beta Site was set up as a top secret off world military base for conducting military operations against the Goa'uld and other hostiles.
General Hammond set up Beta Site under direct order from the President and the Joint Chiefs. Due to the secret nature of the program Beta Site was to be as self sufficient as possible. Food production, mining and processing, and basic manufacturing including munitions manufacturing were set up on site. Beta Site was designed to operate for months at a time without contact with the SGC.
